Omron PLC CS1G CPU44H programming question

Hello,

I am attaching a screen shot to better understand my question. This program controls the water flow to an elevated water tank. In this program is a low water setting and also a low low water setting. At the low water setting Pump #1 will turn on. If Pump #1 fails for any reason then the low low water setting will turn on TM0033 which will turn on turn on Pump #2 on another rung. The tank holds 30 ft of water so the low setting normally starts Pump #1 around 20 feet. I did a test and by simulating a Pump #1 failure. The water level dropped down to about 14 feet and the low low setting still had not turned on Pump #2. What numbers will I need to manipulate for Pump #2 to turn on sooner? Once I get the right formula then I can play with it to get the right setting.I can also be reached to discuss on phone @ 910.633.2570.

Thanks for your time.
